The Scandinavian斯堪的纳维亚的 countries are much admired受赞赏的 all over the world for their enlightened开明的 social policies政治. Sweden has evolved an excellent system for protecting the individual citizen from highhanded专横的 or incompetent拙劣的 public officers. The system has worked so well, that it has been adopted in other countries too. The Swedes were the first to recognize that public officials like civil servants, police officers, health inspectors or tax-collectors can make mistakes or act over-zealously热情的 in the belief that they are serving the public. As long ago as 1809, the Swedish Parliament议会 introduced a scheme计划 to safeguard保护 the interest兴趣 of the individual. A parliamentary 议会的 committee representing all political parties appoints任命 a person who is suitably qualified to investigate调查 private grievances不平的事 against the State. The official title of the person is 'Justiteombudsman', but the Swedes commonly refer to him as the 'J.O.' or 'Ombudsman'.
