昨晚在China Daily上看到一篇新闻,其中一段写到:
More than 61,000 couples in Beijing applied to have a second baby after the city allowed couples where only one was an only child to have a second baby, a measure initiated in February 2014, the commission said.
an only child:独生子女
上网查了下:单独二孩,即允许一方是独生子女的夫妇生育两个孩子的政策。
发现中文表述也有点模棱两可...如果双方都是独生子女的话,反而不能要两个孩子吗?
不过按情理来说,应该是“如果夫妻双方至少有一方是独生子女,可以生育两个孩子”。
那么,这就和上述英文的描述有分歧了。句中的“only one was an only child”的意思好像说“夫妻双方有且只有一方是独生子女的情况才可以生育两个孩子”。

我的疑问有两个:
1,where only one was an only child 是修饰the city还是couples?
2,如果是修饰couples,couples where only one was an only child翻译成“有且只有一方是独生子女的夫妇”还是“至少有一方是独生子女的夫妇”?
几种观点:
张满胜:句子错了,only应该去掉。
写作群:where only one was an only child修饰couples,这里的where相当于of whom。并且认为only表示一种条件,翻译成“只要”,而不是“只有”。
反驳的组员:where only one was an only child修饰the city。认为原句省略了一些成分,补全后为“...after the city 【where only one couple was to have an only child】 allowed couples to have a second baby....”。
个人觉得组员的反驳观点是错的。
