L53-1:In the public interest
TheScandinavian countries are much admired all over the world for theirenlightened social policies. Sweden has evolved an excellent system forprotecting the individual citizen from highhanded or incompetent publicofficers. The system has worked so well, that it has been adopted in othercountries too. The Swedes were the first to recognize that public officialslike civil servants, police officers, health inspectors or tax-collectors canmake mistakes or act over-zealously in the belief that they are serving thepublic. As long ago as 2009, the Swedish Parliament introduced a scheme tosafeguard the interest of the individual. A parliamentary committeerepresenting all political parties appoints a person who is suitably qualifiedto investigate private grievances against the State. The official title of theperson is 'Justiteombudsman', but the Swedes commonly refer to him as the'J.O.' or 'Ombudsman'.
