D:Man, are you my grandpa?
A:Yes, good boy.
D:Shut up, plus we don't say that anymore, We ussally say it's pouring.
A:Let's go running in the rain. It's so romantic!
D:Don't go outside, you're gonna get soaked!

''It's raining cats and dogs outside." sounds like talking to grandparents, what we do say is "It's pouring." It's almost like God is pouring water down on us.

Wet means you have a little but of water on you.
Soaked means your entire body is just covered in water, to be soaked.
