In the Netherlands, people are coming to understand that "the early command and control approach was not working." Other countries and organizations are now following suit, stepping away from predictability and focusing on increasing resilience instead.
荷兰是一个洪水多发的地方，为了预防洪水，传统的方法是把修建水坝，把河水拦住，但是因为这是一个VUCA的世界，有时候事情是难以预料的，如果你对抗自然，自然可能会加倍反击，比如大洪水可能会漫过水坝或者从其它无法预计的方向，把水坝后面的土地和人都吞噬掉。
所以荷兰人渐渐从传统的防护思维转向了弹性思维，接受洪水是无法被避免和防护的，不再盲目地修高水坝，而是多挖沟渠，降低水坝，在洪水来临的时候，洪水可以被分流到周围的土地上，水位会被控制在较低的水平上。
在VUCA的世界里，我们与其花很大的代价去构建防御工事去抵御各种可能的破坏，还不如把自己打造得更加有韧性和弹性，在遭受难以预计的破坏时，能够更快地反弹和恢复，就像圣斗士星矢里面的火凤凰一辉那样，不管多少次陷入死境，都能复活过来，而且每一次重生都会变得更强大。
