The picture intends to highlight the stark differences between China's strong manufacturing industry,as the top world exporter,and its weak creative industry.
In my opinion,the key to achieve a shift from "made in China" to "created in China" is the investment of the government. First,the government should offer some preferential policies to encourage independent innovation. For instance,companies could get some tax rebate if their design is certified overseas. Or the government could subsidize designs by offering start-up fund for companies. Second,the government could provide legal assistance to companies. The reason why China's designs stay only in China might be that companies are unfamiliar with the legal procedures in other countries. If the government offers assistance to them,China's independent innovation might be able to go abroad and better known by the world.
In short,the government should offer preferential policies,financial and legal assistance to companies in order to realize the transition from "made in China" to "created in China".
