本报斯德哥尔摩讯（记者 刘卫）7月20日，由广西防城港市委组织部部长袁国华率领的引智代表团抵达瑞典斯德哥尔摩，与瑞典学人学者举行面对面交流座谈，推介开放城市防城港，介绍人才引进政策和优势，中国驻瑞典大使馆教育参赞曹叠峰博士莅临指导，积极向广西推荐瑞典学子。
座谈会由北欧时报社长、南宁（瑞典）引智工作站何儒主任主持。
袁部长首先感谢中国大使馆教育文化处的大力支持，感谢瑞典学子参加交流会，欢迎学有所成的学子们到防城港发展。
袁部长介绍说，作为中国十四个沿海开放城市之一，防城港具有独特地域优势和人才产业引进政策。由于广西地处西部边关，信息相对闭塞，但随着近年来广西面向东盟东扩，防城港又是东盟衔接出海通道，处于天时地利人和的发展时期，在快速发展的同时，急需引进人才。从瑞典走访了解到，瑞典学子是多面人才，智商和情商非常高，颜值更高，防城港急需这样的多面创新人才帮助设计未来。
教育曹叠峰参赞说，瑞典学子功底很深，文武双全，尤其在学科学术上非常专研，每年毕业的学生都被世界各地抢挖，而留学生回国报国的心更切，随着国家综合实力增强，留学生现在不太愿意在海外发展。不管留在国内外还是回国发展，中国大使馆教育处都是欢迎他们的选择。防城港作为沿海开放城市，各项优惠政策很好，学子们投入西部大开发，面向东盟，将是大有作为，希望留学生抓住机会与防城港好好对接，寻找自己合适的方向和平台。
全瑞典学联会主席、瑞典皇家工学院王秋晨博士听罢介绍提出问题，她说，防城港环境优势喜人，留学生回国会考虑整体和未来的发展空间，对于学生来说不会考虑拿多大的房子，这一方面防城港如何做？
袁部长回答说，习近平总书记今年6月在上海合作组织大会上指出，上合组织要不断深化文化、教育、旅游、体育、媒体等领域合作，上海合作组织医疗机构和企业在中国广西防城港市成功举办国际医学创新合作论坛，各方达成许多合作共识。我们支持在防城港市建立国际医学开放试验区，继续推动上海合作组织医学创新合作。中方愿意适时举办上海合作组织传统医学论坛，发挥传统医学优势，改善民众健康，提高医疗卫生水平。
现在回国创业人士很多，防城港得益于国家政策的倾斜扶持，自治区党委书记鹿心社今年访问防城港特别强调过沿海延边城市作为优先发展考虑，防城港在用人机制上是很灵活的，只要学而所用，肯干、能干、苦干、专干，就很快会出成绩，平台就越做越好。袁部长一席话像给了定心丸，留学生会上议论纷纷，希望早日到防城港看看。

附：防城港概况
防城港市地处广西北部湾之滨，是一座极具特色的港口城市、边关城市、海湾城市。1968年建港，1993年建市，面积6238平方公里，下辖上思县、东兴市、港口区和防城区，23个乡镇、7个街道办事处，总人口约100万，有汉、壮、瑶、京等33个民族。
Located on the shore of Guangxi Beibu Gulf, Fangchenggang is a port,border and costal city with distinctive features. The port was built in 1968 and the city was founded in 1993 with a total area of 6,232 square kilometers and the population of about one million including 33 ethnic groups,such as Han, Zhuang, Yao, Jing nationalities,etc. Shangsi County, Dongxing County-level city, Gangkou District and Fangcheng District are under the jurisdiction of Fangchenggang, together with 23 villages and towns and 7 street offices.

Fangchenggang is the only city bordering ASEAN countries by sea, land and river,which stands at the special and significant position of the national strategies such as the Belt and Road Initiative, serving as the important port of departure of 21st Maritime Silk Road, the gateway to China-ASEAN free trade area, and the center of Gauangxi Beibu Gulf economic zone. It has 5 national ports, among which the largest one in west China is port of Fangchenggang.It has navigated with more than 190 countries or regions all over the world and its handling capacity has already exceeded 100 million tons since 2012.
——中国极具潜力的沿边开放城市。2016年，国家批准防城港市为构建开放型经济新体制综合试点试验地区。2018年，又获批为全国边境旅游试验区。建有全国规模最大、功能最全的互市贸易区，全国首个东盟货币服务平台，全国唯一联接东南亚的海陆冷链物流通道，全国第一家跨境保险服务中心，个人跨境贸易人民币结算、跨境劳务合作等多项先行先试成果成为全区乃至全国典范。“十二五”期间，防城港市主要指标增幅或总量居广西前列，人均GDP在广西率先突破1万美元，人均公共预算收入连续多年居广西第一。根据《中国城市小康经济指数报告2017》显示，防城港市进入“全国地级城市小康经济指数100强”，位列全国第96位，成为北部湾经济区极具发展潜力的城市之一。
Fangchenggang bears great potential as a border and open city. It was permitted by our nation as a comprehensive demonstration for building a new system of open economy and national border tourism demonstration, Many pilot programs prior to carry and try have been the models in the whole region even in our nation, for example, the biggest and most functional border trade market,the first ASEAN currency service platform in China,the only cold chain logistics channel by sea and land ,from and to ASEAN countries, the first cross-border insurance service center,RMB settlement of individual cross-border trade, and cross-border labor service cooperation,etc. During the period of 12th Five-Year Plan, some of main economic indexes’ growth rate and total quantity of Fangchenggang rank among the top list in Guangxi,therefore as the first city’s GDP per capita exceeds 10 thousand yuan in Guangxi, and its per capita public budget income has been in the first place for recent years.China’s Urban Well-off Economy Index Report of 2017 indicates that Fangchenggang ranks 96 among the top 100 moderately prosperous cities in China,serving as one of the cities with great potential for development in Guangxi Beibu Gulf economic zone.
——北部湾经济区的新兴港口工业城市。作为发展临港产业的理想之地，一批世界500强企业抢滩落户，形成钢铁、有色金属、粮油加工、能源等一批千百亿元产业，西部首座核电站1＃2＃机组正式商业运营，盛隆冶金跻身中国企业500强、成为广西最大民营企业，建成中国第一大植物油籽加工基地和磷酸出口加工基地。
Fangchenggang City is an emerging port industrial city in Beibu Gulf economic zone. Seen as an ideal place for developing port-centered industries, many of the world’s top 500 enterprises grasp this now-or-never chance to set up their factories here.A group of enterprises worth billions of RMB have been founded, which cover the industries of iron and steel, non-ferrous metal, food and oil processing and energy. No.1 and No.2 units of the first nuclear power station in West China have been put into operation; Guangxi Shenglong Metallurgical Co., Ltd. has risen to be among China’s top 500 enterprises, becoming the biggest private enterprise in Guangxi; the largest processing base of vegetable oilseed and the base of phosphoric acid have been established.

Fangchenggang City is the only eco-bay city with fully panoramic sea view of Beibu Gulf. The city and the sea have merged into a whole. Apart from the only national golden camellia natural reserve in the world and the largest and most typical mangrove forest in China, it also enjoys varieties of honors like oxygen city of China, home for longevity and home for egret of China. The annual air quality is rated as “excellent” all year round and the density of negative oxygen ion reaches up to 89,000 per cubic centimeter, which make Fangchenggang the ideal place for holiday resort with the resources of border,mountain and sea,and the best cities for the aged in China.
——中国与东盟最便捷的经贸文化交流合作平台。中越边境商贸旅游博览会、海上国际龙舟节、京族哈节等成为中国与东盟民间交流的重要平台。成功承办中国—东南亚民间高端对话会、“魅力东盟·走入中国”文化之旅、中国—东盟国际马拉松等国际活动。每年出口东盟货物和关税收入占广西总量的一半以上，形成中国—东盟合作的“防城港渠道”。
Fangchenggang is the most convenient platform for economic, trade and cultural exchanges and cooperation between China and ASEAN countries. China-Vietnam Border Trade and Tourism Expo, the International Dragon Boat Festival at the sea, and the Ha Festival of Jing Nationality have become important platforms for mutual communication between two sides. A variety of international activities have been successfully held like China-Southeast Asia Non-governmental High-end Dialogue and the cultural trip of “Charming ASEAN Walking into China”,China- ASEAN International Marathon and so on. Every year the revenue from exporting cargo to ASEAN and tariffs account for over half the income of the whole Guangxi,forming the Fangchenggang channel for China-ASEAN cooperation.
当前，防城港市正深入贯彻落实党的十九大，十九届二中、三中全会，高举习近平新时代中国特色社会主义思想伟大旗帜，按照中央“五位一体”总体布局和“四个全面”战略布局，充分发挥沿海沿边开放优势，以建设边海经济带为主线，加快推进东兴试验区、防城港边境旅游试验区、沿边金融综合改革试验区、构建开放型经济新体制综合试点试验区建设，形成全面开放合作新格局，加快建设美丽海湾城市、中国沿海最具幸福感城市、边海文化名市、生态文明城市，奋力谱写新时代防城港发展新篇章！
At present, Fangchenggang is now profoundly implementing the spirit of the CPC (Communist part of China)19th National Congress, the spirits of the second and third plenary sessions of the 19th National Congress, holding high the banner of socialism with Chinese characteristics.Based on the Five-Sphere Integrated Plan and the Four-pronged Comprehensive Strategy, Fangchenggang makes full use of advantages as a coastal border city to build a coastal border economic belt and promote the construction of Dongxing demonstration, border tourism demonstration, cross-border economic cooperation zone, demonstration for comprehensive reform of border finance, and comprehensive demonstration for building a new system of open economy, thus forming a new pattern of open-up and cooperation. More efforts are being made to make Fangchenggang a more beautiful coastal city, the happiest city in China, cultural coastal border city and eco-civilized city, and endeavor to write a new chapter for the development of the new era.
