Part 1、Problems of Walking dog off-leash

Let me make a survey,everyone who has a dog please raise your hand. I think all of us will using dog leash when walking the dog. But,there are many serious problems in our country on walking the dog off-leash.

China's economic success has created more of an interest in dogs and other pets. “People used to be focused on improving their own lives, and they weren't really acquainted with raising dogs," “But with the improvement in the economy, people's outlooks have changed. There's a lot of stress in people's lives, and having a dog is a way to relieve it."

But…

Let’s see some news recently :

1) November 3, 2018, in Hangzhou Zhejiang province

A 34-year-old woman, surnamed Xu, was walking in her community with her 3-year-old daughter and 6-year-old son on Saturday evening, suddendly a  off-leash dog, owned by a 31-year-old man surnamed Jin, started barking at her son.

She and Jin had an argument that soon turned violent, with the man slapping her face and punching her head. The owner attacked the mother in front of two young children.

A medical certificate Xu posted online showed that a finger on her left hand was fractured. Xu said in the post that she worked in the IT industry and the injury had seriously affected her ability to use a keyboard.

Police  have detained the dog owner who allegedly attacked a mother in front of her two young children on Saturday on charges of picking quarrels and provoking troubles.

2）It was reported that ,September 7, 2018, IN hangzhou zhejiang,a pregnant woman was walking in her community，then a dog with off-leash attacked  her.Her husband pushed the dog away with his feet. The dog owner ,An online sensation（网红) ,whose name is Saya, hit the pregnant woman in the stomach  .

At last ,the pregnant woman was taken to hospital ，sadly，she got a  symptom of threatening miscarriage.

3) My fear of dogs comes from 20 years ago，I was chased by a dog. Until now,I ’m very afraid of dog.

The question of whether dogs should be allowed off the leash in public places has become a major issue in cities and suburbs across the conuntry.

From the two news, Clearly there are some  problems.The dog owner is largely responsible for  the accdient . Also dogs spread rabies and threaten lives.But it also has some relation with our national conditions and laws.

Therefore, no matter for safety of dogs or other people, walk the dog with dog leash is necessary.

Part 2、Experiences  from other countries

let us see sth at America.

Many cities have passed legislation that requires dogs to be on leash in public areas; in some areas, cats are also required to be restrained (under control) on a leash, in a kennel, or in a cat-proof yard or house.

New York City laws require that dog owners...

• Get a dog license. The City Health Code requires that dogs have alicense tag attached to the collar when out in public. Dog licensesare valid for 1 year and must be renewed annually.

• Follow the Leash Law. Dogs in public must be on a leash no more than 6 feet long.

• Keep your dog vaccinated against rabies. All dogs and cats 4 monthsof age and older must receive a first rabies vaccination and thereafteradditional rabies vaccinations. Check with your veterinarian to staycurrent.

• Don’t tether your dog. Tying or chaining a dog up for longer than3 hours is illegal.

• Don’t Litter. Owners must clean up after their dogs in public areas.

In Connecticut, dogs are not permitted to run at large except in the situation of hunting. Still, if the dog has vicious propensities and the owner still allows it to run at large and a person is bitten, the owner can be fined for up to $1,000 and is also liable for 6 months of prison unless the victim has abused the dog and provoked the harmful behavior.

2 In Delaware, dogs are not allowed to run at large unless in situations when the owner is present and has control over the pet. An exception is for farm dogs. Also, during the night dogs must be kept in an enclosure from which they cannot escape, firmly secured with a collar or chain or other device, so they cannot stray from the premises or are under the reasonable control of the owner or custodian. If an owner does not respect these laws and if the dog bites someone, the owner is subject to civil liability and for fines of up to $1,500.

3 There is a leash law in Culver City, but it only applies to dogs. No dog is permitted to be loose on privateor public premises unless such premises are fenced in such a manner as to adequately confine saiddog. Violations are subject to citations with fines up to $500.

Part 3 、What we should do ?

1、Do a civilized,high-quality dog owner

If you already have a dog,you are responsible not only for your dog’swell-being, but also for the safety of others.

All dog owners need to learn and understand their full responsibilities that come with dog ownership. They should obey all the laws about pets.

2、Train your dog when it is a puppy.

Develop a positive dog walking habit is when your pet is a puppy,You can train your dog with commands to know when he’s out for a mental stimulation walk, a training walk or an exercise session.

Training walks can be about improving leash manners, learning basic or advanced obedience commands, ongoing socialization – just about anything you can think of that can be done on a leashed walk.

3、 Establish some related laws.rules to minimize those problems

We need to learn from the experience that other countries have on pets ，such as America,Japan .Establish some related laws ,rules to create a more safe, more healthy, and more comfortable environment.
