php 字符编码类型检测

php 字符类编码型检测相关的处理函数有如下（以下函数旧版本中有些是不可用的）：

  mb_list_encodings()  //当前支持的编码

  mb_detect_encoding($str,$allow_charsets)  //检测当前字符是否在指定的字符编码集中

  iconv($in_charset,$out_charset,$str)  //转换到指定的编码
