症状：
对于忘记安全问题（密保问题）无法添加或修改Country的很是头疼
In order to access certain membership resources, you must accept the latest license agreement. First, you’ll need to update the mobile phone number associated with your Apple ID. Your mobile phone number must be based in your country/region. Edit this number in the Account section ofappleid.apple.com, and return to your developer account to continue.
步骤如下：
1.打开iCloud
打开系统设置-->点击iCloud-->先登录需要处理的账号，在点击账户详细信息
2.添加手机号
点击账户详细信息里面的联系信息，添加手机号
3.更改付款方式中的国家/地区
点击付款选项-->点击如下所示的更改
将国家/地区修改为美国（这一步很重要，如果只是单纯的添加手机号，回到开发者网站后依然会出现Edit Phone Number）
付款方式无，其他信息可以随便填写或完全复制我所填写的（完成认证后再改回来）
address填写 137 W San Bernardino Rd.
apt.suit 不填
City填写 Covina，州选择 CA
邮编填写 91723，电话填写 9093949899
储存成功后，打开开发者网站，Edit Phone Number会变成review按钮，点击就ok啦
这个办法不需要安全提示问题和双重认证，非常的便捷
大功告成后 再修改回原来信息
