idea的2018可以安装
Protobuf Support插件，2020版本也可以搜索到，但是就2019版本无法安装，在Plugins Marketplace中无法搜索到。

也就是无法线上安装。无法安装该插件，那么*.proto文件只能在txt上开发，无法自动补全或者验错。
1. 下载文件后安装（行不通）
在网页插件商店，均不支持2019版本

首先去寻找插件文件，但如下图所示的三个插件，均不支持2019.x的版本。

上图显示：IntelliJ 2019.1 beta无法安装protobuf-jetbrains-plugin插件，但是在0.13.0版本中进行修复。
