如何在不问责文化中提高个人的可靠度?

    如题。先占一个坑,以后想明白了再来自己填。

    什么是不问责文化? No blame culture. 

    No blame cultures embrace the possibility of errors and encourage their reporting.

    They are underpinned by the belief that errors are inherent to the existence of organisations. Errors, or deficiencies that may cause errors, are treated as systemic factors (rather than personal faults) and responded to accordingly.

    基本上就是对事不对人,首先承认事故发生的天然可能性,并把责任和错误归结为制度的缺陷而非人为的因素。

    例如有人乱扔垃圾,不去追究扔垃圾的这个人的具体行为或者进行道德/法律批判,而是从制度上来设法消除这个结果,例如设计不产生垃圾的产品,多设立垃圾桶,日常更加普及卫生教育,或者每个人发一个便携随身垃圾袋等。

    再来看看控制的五个层级,这几个控制层级在安全和生产H&S上应用得极为广泛。

    那blame free culture有什么特点?

    • Acknowledges human fallibility.

    • Recognizes systems issues that may contribute to error.

    • Understands there is little benefit to punishing workers for unintentional acts

    不好的地方:

    But fails to confront individuals who:

    ▫ willfully make unsafe behavioural choices.

    ▫ knowingly disregard risk.
