      Let’s start this evening class with the concept of Impact Cost. It means the cost of organization efficiency reduction because the people below impose false information and influence on the people above. This requires the secret report system. When we are at grass-roots level and penniless, we hate the people who make secret reports. But when you are in power, you really expect others to give you secret reports and more information, let you know more about grassroots. Therefore, secret reports have become a way of leadership control, and some leaders welcome secret reports. The petition system constructed by the Chinese government is also based on such a logic. A good leader must be able to control this system at its best.               

      讓我們用一個概念來開始今天的晚課，這就是“影響成本”。它指的是因爲下邊的人給上面的人施加錯誤信息、錯誤影響，而使組織效率降低的成本。這就需要“密奏制度”。當我們位于基層，屬於一文不名的時候，我們痛恨打小報告的人。但是，當你大權在握的時候，其實你特別期望別人給你打小報告，多給你一點信息，讓你對基層多了解些。因此，小報告就成了領導控制的一種方式，有些領導對於小報告是歡迎的。中國政府構建的信訪體系，也是基於這樣一個邏輯。好的領導一定能把制度控制在最佳狀態。
