（原文）Learning to live with riots
That the Negro poor of America, whose chief leader so far in this century, Dr Martin Luther King, was murdered on April 3rd, are the victims of flagrant, nauseating injustice is plain for all to see. The nation, now admitting their grievance, now denying it, has started out at different times and in a mixture of ways to do something for them. But the attempts have been fitful, piecemeal and irresolute. The white majority has not got racism out of its system, as the recent Kerner report pointed out so shockingly in examining the causes of last year's riots in the cities. It has never yet settled in its mind what place the removal of poverty and the treatment of urban ills ought to occupy in the scale of national priorities.
Lately, as the cost of the war in Vietnam has got out of control and foreign confidence in the dollar has begun to crumble, the Johnson Administration and the Congress found themselves hemmed in by adverse facts, their freedom of choice almost gone.
