When a crowd of people mill around, they move around within a particular place or area, so that the movement of the whole crowd looks very confused.
It's interesting that the word mill can be a noun which was suppose to mill the grains in ancient time. The fans of a mill will turn around when the wind comes. So when we use mill around to describe a group of people who have no intention to move round, it makes sense.
