The US has laid out a set of exacting demands for a new nuclear treaty with Iran, insisting Tehran end its “malign behaviours” in the Middle East in return for waiving all economic sanctions and re-establishing full diplomatic ties.
美国为签署新版核协议向伊朗开出一份苛刻的要求清单，坚持要求德黑兰方面停止其在中东的“恶意行为”，以换取美国免除所有经济制裁，全面重建两国外交关系。
Mike Pompeo, US secretary of state, listed a dozen concessions the administration was seeking in return for a new pact, including Iran’s disengagement from Syria and Yemen, halting uranium enrichment and stopping development of nuclear-capable missiles.
美国国务卿迈克•蓬佩奥(Mike Pompeo)提出了特朗普政府寻求伊朗方面作出的12项让步，作为签署新协议的交换条件。其中包括伊朗放弃插手叙利亚和也门的事务，停止铀浓缩活动，停止发展可携带核弹头的导弹。
Mr Pompeo described the demands as “very basic requirements” that were not “unreasonable”. But analysts said that it would be hard for Tehran to agree to them. “It’s completely unrealistic and a total pipe dream; he’s asking for unilateral surrender by the Islamic Republic of Iran,” said Barbara Slavin, Iran expert at the Atlantic Council.

The Iran strategy is an open rebuke to the Obama administration, which intentionally kept talks focused on Tehran’s nuclear plans rather than trying to settle the wide array of differences between the countries. But the Obama-era pact, from which President Donald Trump withdrew this month, was criticised by many Republicans — and even some Democrats — for dropping sanctions without concessions on Iran’s meddling in its neighbour’s affairs.

Some EU leaders have sought to engage Mr Trump by urging a broader deal as a follow-on to the existing Iranian pact that would address the wider concerns about Tehran’s behaviour.

President Emmanuel Macron of France, who has met both Hassan Rouhani, his Iranian counterpart, and Mr Trump, has drawn up a list of Iranian activities he would like a larger deal to address, including the regime’s regional actions and its ballistic-missile programme.

Mr Pompeo, who unveiled the strategy in his first big speech as secretary of state, acknowledged his demands might seem “unrealistic” but claimed that what the US was pursuing was the global consensus before the 2015 deal. He called on EU and other US allies to support the strategy and squeeze Iran.

In order to pressure Iran to return to the bargaining table, he said the US would “apply unprecedented financial pressure on the regime”.

“They may end up being the strongest sanctions in history by the time we are complete,” he said. Mr Pompeo added that the US intended to “crush” Iranian operatives and Hizbollah proxies operating around the world.

If Iran were willing to accept the US terms, Mr Pompeo said Washington was open to ending sanctions, allowing Iran access to advanced technology, re-establishing full diplomatic and commercial relations, and supporting the modernisation and re-integration of Iran into the international economic system.
蓬佩奥表示，如果伊朗愿意接受美国的条件，华盛顿方面对结束制裁持开放态度，从而让伊朗获得先进技术，全面重建外交和商业关系，并支持伊朗现代化和重新融入国际经济体系。
