    Hello, everyone, it's Yves here, thank you very much for having me on. I will talk about the referendum system today, and why EOS needs a referendum system, and why that's important and how you can participate. So EOS a community governed blockchain, that means that people within the ecosystem, you, if you own tokens, you can participate in decision making processes of the blockchain.

    So in EOS, there are 21 block producers that operate the network, and those block producers are elected by token holders, and they're held accountable through continuous voting, and we call that delegated proof of stake (DPOS), and delegated proof of stake is the model, of which EOS runs. That's the underlying protocol. So in other blockchains, you've probably heard of proof of work (POW), and that's why you have minors. But in EOS we don't have miners, we have block producers and those block producers are held accountable, because you have token holders can determine whether or not you like what they're doing in an ecosystem by staking tokens into them.

    Exactly DPOS does make EOS very special, essentially when we look at other types of blockchains. There's a lot of waste in terms of electricity, in terms of energy consumption, and in EOS a lot of that waste is then recuperated by outsourcing that basically energy into humans. That's why we have different block producers. In EOS, the block producers are the ones that run the ecosystem and then the token holders are the ones that put the block producers in place to run that ecosystem. So this type of voting structure is very very powerful, because it keeps the system very nimble very agile and it keeps the block producers accountable for their decisions.

    So where does the referendum come in? Well, there are certain decisions that the block producers don't want to take by themselves. Because again, the community is at the heart of EOS, and so the block producers for certain decisions both turn to the token holders, to see what the token holders believe should be done in the ecosystem, and that's why the concept of having a referendum system, was in the white paper of EOS.

    So what type of items could go up for a referendum question? For one if you've heard about the REX, the resource exchange that's been worked on. The resource exchange itself is something that the block producers and the community seemed to be very favorable tools or want very much however there are certain parts of the REX that might need to go up for referendum.

    So the REX itself is quite simple, it would be a resource exchange similar to what Chintai is right now, but it would be run by the system itself. Now where does the system get the inflation in order to distribute the rewards, that would come from three different pools that currently exist within EOS. The RAM fee, the name fee and another fee that currently is empty. Because those fees don't belong to anybody, they're essentially belongs to everybody, in order to be able to access those fees, most likely, that decision would go up for referendum.

    So how does the community vote? If there was something up for proposal, how would the token holders vote? EOS Nation among other block producers created a tool, a community tool, where people can go and vote on chain.

    So each community tool that's out there has its own UI, that means its own interface, that means it, you can interact with the voting portal tool, through multiple websites, and those websites will present to you, current proposals that are up for referendum, and you'll be able to filter through to see which ones interest you, and you'll be able to vote using your tokens that are staked for particular questions as to whether or not you approve or disapprove of them.

    So how does voting work? Voting works in the background by collecting the amount of EOS staked that you have. That is, either staking CPU or net, same thing as when your voting for a block producer, and applying that vote weight to the particular question that your voting for. So if you have a certain amount of EOS that's staked, that amount of EOS would count as that many voices for particular referendum question.

    Once a question achieved the threshold, that said, within the current Constitution, the block producers would confirm that the threshold has been met and that they would proceed to implement the will of the token holders.

    So how can you help, and what's this tool that i've been talking about? Well, the current tool, you can go and check out at eosvotes.io, or any of the other website that was in the slide that was shared earlier, and you can go and just participate, use one of the test questions and vote for it, and we would appreciate any feedback that you have so that we might fix any critical issues that are found in or any suggestions that could be done to the UI.

    So please go ahead to go play around with the beta release for the next little while, play with the mock proposals that have already been submitted. You're more than welcome to submit any proposals of your own, if you want, there's a couple of websites out there that allows some proposals, but we don't recommend attempting any proposals that have a very big consequences, at this point, simply because we want to make sure that the tool itself is is ready for prime time before people put in some serious questions.

    Good question.

    Yes, REX will run on a determined algorithm that determines the price of resources based on current supply/demand. There is no chance of deficit as there will always be a ratio between supply/demand and the greater the demand, the more people would be incentivized to stake their tokens in order to obtain greater dividends. REX would not replace the CPU/NET solution, it would simply offer alternatives for those who wish to get rewards with resources that they don't need to use.

    To select a proxy, I would recommend looking at the https://www.alohaeos.com/vote/proxy page and finding a proxy that aligns with your values and what you think is important for EOS to grow in value. Perhaps you think technology is important, how about community? What about a mix of governance and technology? It's up to you. There are many proxies that can be good depending on what you need. If you have any doubt, you can always vote for EOS Nation!

    Q:(来自三群的问题)Rex能收到eos的空投糖果吗?

    About REX and Airdrops - that's a great question. At this point, I am uncertain. Block.One has been testing and developing the REX. Let me get back to you ASAP to answer that question.

    I've asked our CTO who has been working with the back-end code. After reviewing, his guess, right now, is no - if you stake in REX, you would not get Airdrops at this time. However, I cannot say this is final, but it is unlikely.

    The Airdrops would have to be handled by the eosio smart contract, which means it is unlikely.

    It would be up for the Airdrop'ers to take into account for REX tokens if they want to airdrop tokens to REX + EOS hodlers

    You could most likely exclude the eosio REX account for receiving airdrops since that will be a system contract

    In REX? No, as the tokens are simply used for their equivalent resource allocation - the tokens remain yours.

    When you put in REX, you keep the token itself - you get the same amount of REX tokens as you put EOS in, on a 1:1 basis. Those tokens are put up for a certain amoutn of time, and at that contract end, you receive your EOS back, or you decide to stake them longer.

    The EOS itself is put in a smart contract and the equivalent resources are up for rent. The tokens themselves are never rented out.

    REX would be great for the CPU issues we are seeing. Many people want to keep their tokens, recieve dividends, but don't necessarily need the resources they are owed from those tokens. So they would gladly rent them out

    Right now you can do this on Chintai

    In REX you will be able to rent NET or CPU. Unfortunately, RAM is not a resource that can be rented in EOS.

    REX means you can get paid to lend out your allocated resources to those that need them.

    It means dApps can borrow the resources they need and pay a little but of interest for those resources instead of buying the EOS upfront. It lowers the entry barrier for those who might not have a lot of upfront capital. In return, those with EOS tokens who do not use them for their resource allocation can get paid and make interest

    No, essentially, through the current voting system, token holder already decide who are super-nodes.

    It's kind of like referendum voting, but it's instantaneous, live and ongoing.

    Token holder will vote for proposals - but the referendum is different. The BPs are entrusted to keep the chain going, secure and updated. Not everything could go to referendum, it would be debilitating to the progress of EOS.

    Renting resources is much cheaper than buying the full EOS in order to get the resource allocation. Currently in Chintai, the interest APR varies between 7-11% yearly. This is very attractive to those who do not have the initial capital to buyt the EOS outright. For example, some of the gambling applications are renting 3,000,000+ EOS worth of CPU from Chintai. To buy 3,000,000 EOS is much more expensive than to rent the CPU for those EOS in the short-term.

    The BPs would have to implement any idea that meets the threshold set for the referendum after it's been properly tested. It's not up to the BPs to decide after the community has already voiced its opinion. If the BPs were not decide not to implement a proposal for some reason, they would probably see the token holder remove their stake in them.
