vue部署-去掉#解决白屏

1.使用的是vue-element-admin框架，首先在开发模式下，只需要在以下目录中改变 mode：history，在开发阶段就没有#在网址中了

2.在打包后的prod上，单单该这个还不能去掉#，报404

修改点1：在config/index.js中的build选项中添加assetsPublicPath：'/文件夹名/'

已上完成后进行打包nom run build:prod 生成dist文件夹，用winscp  copy到服务器上，在webapp目录下新建文件夹WEB-INF，除了这个文件夹，其他都是打包生成的文件，css是为了兼容IE9分割成这么小的文件。

在WEB-INF下面新建web.xml文件，主要是配置404的情况下页面不会蹦
