二,《互联网,从IT到DT》
在不知不觉中,我们的生活已离不开互联网,互联网给我们的生活带来的变化也是显而易见的。通过对《互联网+从IT到DT》这本书的阅读,使我进一步了解了什么是互联网+,以及“互联网+”给传统产业、公共服务和政务等带来的变化。
一是将给传统产业带来的变化。“互联网+”的过程是传统产业转型升级的过程,IT企业与传统企业的完美融合,将对人类经济社会产生巨大、深远而广泛的影响。企业要想更好地发展,融合“互联网+”进行转型升级势在必行。然而对于不少企业来说,仍然停留在“互联网+”就是“淘宝”的思维上,这样的思维非常局限。目前互联网应用多半是在营销管理、售后服务、采购(B2B,B2C)等环节,今后在制造环节以及企业与企业之间,都会给现有的生产方式带来颠覆性或者革命性的变化。“互联网+”时代是一个大变革的时代,同时也是消费者主权时代,消费者已经成为市场的主导力量。工业时代的商业模式是以厂商为中心的B2C,虽然企业也比较注重客户体验,也树立了“消费者就是上帝”的理念,但对大部分工业时代的生产厂商来说实际上是一个力所不能及的遥远空想,而不是通过努力就可以实现的现实理想。而随着信息时代的到来,消费者将真正成为市场的主体,商业模式将逐步转变为以消费者为中心的C2B。这种以互联网为商业基础设施、由消费者所驱动、能够实现大规模定制乃至个性化定制的C2B商业模式,必将倒逼制造业的转型升级。
二是将给公共服务带来的变化。挂号难、看病难是老百姓最希望解决的民生问题之一,也是我国医疗改革的难点之一。随着互联网与医疗健康的跨界融合,将会真正倒逼着医疗改革进程的加速。“互联网+医疗”的创新模式将会从以往以医院为中心的就诊模式演变为以患者为中心、医患实时问诊互动的新型模式。移动就医平台的推出,将会大大缩短就诊流程。在“智慧医疗”的体验教学中,使我们切实感受到大数据带来的变化。随着数据库的不断健全,我们可以想象患者的医疗服务体验将会得到大幅度提升。同时在“智慧城管”的体验教学中,我们也切实感受到了“互联网+公共管理”的变化,虽然我市正处于起步阶段,很多人还没有感受到,但我相信只要不断推进,一定会给我们的生活带来很多的便利。
三是将给政务服务带来的变化。随着社会的不断发展,传统政务的调控治理愈发不能满足产业、民众的诉求,通过创新性手段解决实际问题是提升政务能力的有效手段。“互联网+”时代的到来,给政务创新带来了发展机遇。从“传统政务”到“互联网+政务”是一种服务式转型升级。目前,我省的浙江政务服务网已经正式开通运行,该网整合了40余个升省级部门、11个地级市和90个县(市、区)政务服务资源,实现了省市县的数据直连,将行政审批的“人跑腿”变成“数据跑腿”。我省市县3300余个部门已经纳入浙江政务服务网,并按照个人办事、法人办事、便民服务等主题分类导航,面向网民提供在线服务。今后,网民可以像“逛淘宝”一样“逛衙门”,省市县三级政府审批事项均可一网搞定。
在“互联网+”时代,随着大平台的建立,大数据的不断运用,各行各业都将发生深远的变革,人的主体地位将更将突出,我们只有紧紧抓住这个历史机遇,不断深化改革,加快转型升级步伐,才能不被历史的浪潮所淘汰。
