When it comes to the word“law”, we may think about rules for action that are obeyed by common consent. But in this article, we will explain the kind of“law”- made and enforced to protect people in the enjoyment of their property. It is the duty of a judge, a policeman, a lawyer to enforce the law by arresting and punishing criminals.

Different kinds of laws are set for all works of life, involving criminal laws, laws of business affairs and laws of public officers’powers and duties. In countries with absolute monarchy, for instance Russia, the lead- tsar make the laws alone, while in areas with pure democracy, for instance some cantons of the Swiss republic with small populations, laws are made by a group of people by meeting. There is another model available for countries or areas with large populations. As in America with the form of government- republic, a body of men called a legislature voted by the people must take responsible for making laws that can meet the popular will. In a monarchy, on the contrary, a legislature is dominated by the monarch and aristocrats, although a few of the people work for the body.

Laws are necessary for the following reasons. First, enforced laws can protect everyone from injury and control the country’s crime rate. Second, a good system of laws in civilized countries can keep people’s life and property safe instead of defending people by weapons. Third, government with laws against anarchy and destruction can keep society in order, ensuring enough individual liberty, as a great statesman John C. Calhoun described in his speech.
