Introduction

"esri/PopupTemplate" Class can not be accurately located to the point. Some
users questioned this is a design defect.

Environment

ArcGIS for JavaScript API 4.x

Reproduction

It is easy to reproduction. Use FeatureLayer or GraphicsLayer to set up
popupTemplate property. The geometry type is point.

1. In the Country Level, Click and popup.

2. Zoom in to the Street Level. The popupTemplate no longer points to the point.
