    Beji Caid Essebsi, Tunisia’s first democratically elected president, died aged 92. Mr. Essebsi took office in 2014, running the only democratic government to emerge from the Arab Spring. Under the constitution the speaker of parliament, Muhammad Ennaceur, will take over as interim president. He must be installed by a constitutional court that still has no judges.

    The Arab Spring was a series of anti-government protests, uprisings, and armed rebellions that spread across the Middle East in early 2011. But their purpose, relative success, and outcome remain hotly disputed in Arab countries, among foreign observers, and between world powers looking to cash in on the changing map of the Middle East.

    South Korean officials said North Korea fired two missiles into the Sea of Japan, though they did not reach Japan’s territorial waters. The weapons are believed to be short-range, and fired from a mobile launcher. It is the North’s first missile test since before a summit between Donald Trump and Kim Jong Un in June.

    Michel Barnier, the EU’s chief Brexit negotiator, accused Boris Johnson of laying down “unacceptable” terms for talks on a new exit deal. Mr. Barnier wrote to 27 EU member states warning that Mr. Johnson had raised the risk of a no-deal Brexit, and urged them to stick to their principles. Mr. Johnson told parliament he would not accept the Irish backstop arrangement that Theresa May had negotiated as part of her exit deal.

    The “Irish backstop” is effectively an insurance policy in UK-EU Brexit negotiations. It’s meant to make sure that the Irish border remains open (as it is today) whatever the outcome of the UK and the EU’s future relationship negotiations. It would keep the UK very closely aligned to EU customs rules, with some regulatory differences between Northern Ireland and the rest of the UK.

    America’s Department of Justice announced it would resume executing prisoners on death row after a break of nearly two decades. William Barr, the attorney-general, ordered the executions of five prisoners. Since 2003 there has been an informal moratorium on executions of federal prisoners while the justice department reviewed the use of lethal injection. Nationally, the number of executions has fallen to 25 last year from 98 in 1999.
