随着2020年冠状病毒肺炎疫情的爆发，国家财政性教育支出大幅下降和培训行业的进一步整合导致行业竞争加剧，相对固定的成本、客户的实际支付能力变得困难和非刚需型培训课程的需求量下降使得中小培训机构面临现金流短缺的难题。本文整理了政府出台的相关支持性政策、从企业战略和运营角度提出了相应的应对措施，论述了疫情给中小培训机构带来的三个发展机遇：国家大力推进的在线教育和“上云用数赋能”活动有助于中小培训机构的数字化发展、疫情带来的培训课程的结构性变化以及宏观经济不景气使得人们主观意愿上更愿意投资培训。

With the outbreak of the coronavirus pneumonia in 2020, the competition in the training industry has been intensified due to the sharp decline in the national fiscal education expenditures and the further integration of the training industry. The relatively fixed costs, the increasingly decreased affordability of customers, and the declined demand for non-rigid-demand training courses have brought the shortage of cash flows to the small and medium-sized training enterprises. This article sorts out the relevant policies issued by the government which are beneficial to the training industry, proposes the corresponding countermeasures from the perspective of business operations, and discusses the three development opportunities that the epidemic has brought to the small and medium-sized training enterprises: the digital development of small and medium-sized training enterprises shall be improved by the online education and the "Cloud, Digital and Empowerment" activities that the state vigorously promotes; the structural changes in training courses brought about by the epidemic; and more people willing to invest in training subjectively due to the macroeconomic downturn.
