双减指有效减轻义务教育阶段学生过重作业负担和校外培训负担。减负历经66年，校内在减负，校外的各类教育培训机构却发展迅猛。减负效果并没有达到预期，反而越减越重。因此，2021年7月24日，中共中央办公厅、国务院办公厅印发《关于进一步减轻义务教育阶段学生作业负担和校外培训负担的意见》，提出同时减轻学生校内和校外的负担，简称双减。要求各地区各部门切实贯彻落实。
