China has secured big commitments from companies looking to gain access to its market, including a groundbreaking deal with Tesla, as it woos multinationals in the face of US tariffs that threaten to disrupt global supply chains.

The US electric carmaker signed a memorandum of understanding yesterday to build a wholly owned “gigafactory” in Shanghai, a day after German chemicals group BASF reached a deal to build a $10bn petrochemicals plant in the southern Chinese city of Guangdong — among $23bn in deals and MOUs signed during Chinese premier Li Keqiang’s visit to Germany this week.

The agreements come as China sweetens investment terms for multinationals in the midst of a trade stand-off with Washington, which last week imposed 25 per cent import tariffs on $34bn of Chinese goods prompting China to follow suit with retaliatory levies on American imports.

“We have seen more progress than in any other 18-month period since the WTO accession” in 2001, Mats Harborn, president of the EU Chamber of Commerce, told reporters in Beijing. “But the sad part is we will not know if China is doing this because of external pressure or because it needs the reforms for its own domestic economy.”

Tesla would be the first beneficiary of a Chinese policy to allow foreign car manufacturers to fully own their production in China, rather than partnering in a joint venture. “I would just like to express an order of appreciation to the Chinese government in that regard,” Elon Musk, Tesla chief executive, said during a recent earnings call.

Tesla said it expected to complete the factory in two years and to reach peak annual production of 500,000 cars a year two-three years after that. Reaching beyond the luxury end of China’s electric car market has been a key goal for Mr Musk. Even before the last week’s hike that lifted total tariffs on its cars to 40 per cent, he said selling in China was like “competing in an Olympic race wearing lead shoes”.
