以下为字节跳动针对美国政府行政命令的声明

一、短文精读

通读原文：

作者用短短的两句话就交待清楚 tik tok 目前面临的困境。

我们先来看第一句话：

After threatening to ban TikTok, a Chinese-owned short-video app, President Donald Trump welcomed its purchase by Microsoft or another American company.

先看这句话的主干：President Donald Trump welcomed its purchase by Microsoft or another American company

这句话的主语是 President Donald Trump，交代了相关人物：美国总统特朗普；

谓语是 welcome，体现出特朗普的态度：支持。welcome也可以用embrace, hail替换，写作中，我们就可以用这三个词来表达「支持」的态度，替换support。

宾语是 its purchase by Microsoft or another American company

purchase 在这里是名词，意为“购买、收购”，its指的就是前面出现的TikTok's；

后面的by表明是「被」收购，被谁收购呢？我们来看后面：by Microsoft or another American company 被微软或另一家美国公司收购。

注意，介词by表示「被动含义」，即 XX's purchase by YY 表示“XX被YY收购，YY收购XX”；如果把by改成of，意思则变成了主动，即 XX's purchase of YY 表示“XX收购YY”。

所以文中这句话也可以改成：

Microsoft's or another American company's purchase of TikTok.

主干 welcomed its purchase by Microsoft or another American company 就可以理解成：对微软或另一家美国公司收购TikTok一事表示欢迎。或：支持微软或另一家美国公司收购TikTok。

主干看完了，我们再来看前面的状语结构：After threatening to ban TikTok, a Chinese-owned short-video app

这部分补充了特朗普此前的态度：threatening to ban TikTok 威胁封禁海外抖音。

threaten和ban，体现出美国深深的恶意，threaten之后，便welcome its purchase，把“先兵后礼”发挥到极致。

ban是一个很简单的小词，表示“禁止”，此外，还可以用哪些词替换呢？我们之前讲过，想一想。

TikTok后面还跟了一个同位语结构，对其进行介绍：a Chinese-owned short-video app

一家中国短视频app。

英语中，同位语之间可以画等号，所以，TikTok ＝ a Chinese-owned short-video app 抖音海外版是一家中国短视频app。

Chinese-owned强调出抖音的所属权归属问题。

我们再来看第二句：

先看主干：He said that it would still be banned if a sale were not completed by September 15th

他表示，如果在9月15号之前没有完成交易的话，TikTok 仍要关闭。

a sale 指的就是“出卖TikTok”，和前面的 it's purchase by 是一回事。

by September 15th 中的 by 表示“到...为止，在...之前”，给TikTok下达了最后通牒。

接下来我们再来看后半句：adding that America’s Treasury would need to profit from the deal for “making it possible”, though he did not explain how.

adding 是said的伴随结构，意为“补充道”，这句话的核心结构 He said..., adding that...的意思就是：他说...，又补充道...。

另外，add是一个用法很灵活的小词，比如给地铁卡、校园卡「充值」的时候，就可以说：add money to the card；再比如，大学生的就业压力本来就很大，而疫情又「加剧」了他们对失业的担忧，我们可以用「add to」表达「加剧」的含义：The pandemic added to their worries over the prospect of being jobless.

回到文中来，我们看add的内容：America’s Treasury would need to profit from the deal for “making it possible”

我们都认识treasure一词，表示“财宝、财富”；treasury 则是放财宝的地方，即“宝库”；如果首字母大写，前面再加个定冠词the，则表示美国的“财政部” (the Treasury)，“美国财政部长”就是 the Secretary of the Treasury。

每个国家的“财政部”的表达方式都不一样，比如英国的“财政部”，英文是 the Exchequer [ɪksˈtʃekə(r)]，“英国财政大臣”的英文是：Chancellor of the Exchequer。

中国“财政部”叫 Ministry of Finance (of People's Republic of China)，“财政部长”的英文是 Minister of Finance。

这三个都是最常见的，一定要记牢。

美国财政部要做什么呢？我们看谓宾部分：need to profit from the deal

需要从协议中获益

profit from...指“从...获得利润”，考虑到语境，我们可以翻译成“从...中捞一笔”。

“the deal”指的就是微软或其它美国公司收购Tiktok的交易，和前面的sale, purchase都指同一件事。

美国为什么要从中捞一笔呢？后面通过介词for补充了原因：for “making it possible”

因为财政部使这项交易成为可能，或翻译成“因为美国财政部批准了这项交易”。

说白了，美国就是想从这笔强买强卖中收一笔“中介费”。

句子最后，作者又加了一个让步状语结构：though he did not explain how

尽管特朗普没有解释如何（收取费用）。

how指how to profit from the deal.

二、其它外媒的报道

接下来我们看看其他外媒是怎么报道的，语言上有哪些异同：

Economist Espresso：

After threatening to ban TikTok, a Chinese-owned short-video app, President Donald Trump welcomed its purchase by Microsoft or another American company.

BBC：

President Donald Trump has warned that he will ban TikTok unless an American firm buys its US operations.

New York Times：

Microsoft is said to be in talks to buy TikTok, as Trump weighs curtailing the app.

在体现美国对抖音的「打压态度」时，Espresso和BBC用的是ban，简单直接；而New York Times用了一个范畴更大的词：curtail，看一下朗文词典的解释：

不过这两个词的方向都是一致的，可以当作一组近义词积累下来。我们用curtail造个句子：

America has demanded that other countries should follow US to curtail Huawei.

美国要求其他国家跟随美国限制华为。

回到文中来，表示“收购”，Espresso用的是purchase，而BBC和New York Times用的词更简单：buy，此外也可以用acquire表示。

BBC中用了一个“US operations”替换前面的“Tik Tok”，operation在这不是“手术、行动”的意思，而是熟词僻义，表示“公司”：

   

文中 US operations 意为“抖音的美国业务”。

在New York Times中还有两个表达需要说一下，第一个是 be in talks，表示“在谈判中”，相当于 be in negotiations；

第二个是 weigh，它在这里是个很地道的用法，表示 consider carefully “仔细考虑”，weigh curtailing the app 的意思就是“仔细考虑限制这款App”，我们再造个句子：

We must weigh the benefits against the risks involved before springing into action.

在采取行动前，我们必须充分考虑收益和相关风险。

我们再对比两句话：

Espresso：

BBC：

Donald Trump says the government should get a cut from the sale of TikTok's US unit if an American firm buys it.

BBC中用“US unit”替换了前面的“US operations”，unit在这里取“部门”含义。

在表示「从中获益」的含义时，Espresso用的是profit from，比较直接；而BBC用了一个熟词僻义：get a cut from...

cut最常见的含义是动词“切”，作名词时，可泛指“切下来的一块东西”，此处可以理解成“抽取的一部分利润、提成”，所以文中 get a cut from the sale of TikTok's US unit 的意思就是：从抖音出售美国部的交易中抽取一部分提成，简单说就是“从...中捞一笔”。

我们再举几个例子：
