A couple of weeks ago, I met with members of the National People's Congress Foreign Affairs Committee / and heard Mr. Yang Gengyu, a senior member of the NPC Environmental and Resources Protection Committee outline the measures China is taking to raise energy efficiency and cut consumption.（个人感觉 Committee 后应该加一个逗号，文本上没有）
几周前，我与全国人大外事委员会的几位委员进行了会晤，并聆听了全国人大环资委的资深委员杨庚宇先生讲述中国正在采取的节能减排措施。

In looking at sustainable and low-carbon recovery, we agreed that the economic slowdown gives us all the opportunity to invest in green technologies and policies and, I would add, this will certainly create a considerable number of jobs both here and in the UK.

Much of the policy for this to happen is already in place. It includes:

它是指用来处理较小事项方面的条约。双方经过协商、谈判达成共识后，用文本的方式记录下来，“谅解”旨在表明“协议双方要互相体谅，妥善处理彼此的分歧和争议”。例如，1995年5月31日《中华人民共和国外交部和新加坡共和国外交部关于建立磋商制度的谅解备忘录》。
● in addition, the British Government is committed to work closely with the Chinese Government to resolve any outstanding intellectual property rights issues.
同时，英国政府还致力于同中国政府紧密合作，解决任何突出的知识产权问题。
So we are particularly keen to use this time to firmly establish Chongqing on the world map as a 21st Century, environmentally committed centre.

After all, we know that a green fiscal stimulus, placing emphasis on improved energy efficiency and renewable technologies can be very effective at creating jobs, stimulating the economy and delivering a competitive advantage in a world which is waking up to the fact that we must go green now.
我们知道，一个重视提高能效和推广可再生技术的绿色财政刺激方案，在全球意识到我们必须走向绿色的时候，肯定能有效地推动就业、刺激经济，并带来竞争优势。
As the British Foreign Secretary said a few week ago: green is not an item on the agenda, it is the agenda.

It will be for this seminar to help determine the next steps, but I would say this, that the UK stands ready to do its part in bringing the ncecessary financial and technological expertise to Chongqing and, indeed, is already doing so.

The Standard Chartered-ADB energy efficiency work is one of many examples.

As proposed, it will act as a magnet for technology companies whilst at the same time helping Chongqing realise its objectives on balanced urban-rural development as envisaged in the recent Chongqing-UK sustainable cities MOU.

Final approval for the TRT Park is up to the Municipal Government of Chongqing, of course, and we are pleased to learn that it is receiving urgent attention. That is good news.
当然，”两河技术产业园“项目还需要重庆市政府的最终批准，而且，我们很高兴看到该项目迅速得到了重视。这是好消息。
So, ladies and gentlemen, there is much to play for. The good will on both sides has been translated into MOUs and policy, what is needed now is to get on with it. Thank you.
