Despite the government has strenged its role in management, it is largely in the grip of a handle of private hands, leading to fierce competition and thus boosting the area. Secondly, since the collapse of the Soviet Union, the government has put the agriculture a top priority. The state increases subsidies and support to develop sophisticated technologies and improve infrastructures. The scope of arable land has been widen and even some infertile farmland in the past can be reclaimed now. The downstream areas are far from the port. Besides, thanks to the devaluation of Russian rumble and the ban on importing products from countres which sanction Russian, the agricultural sector has been witnessing the growth in exporting.
