浪,因为种种原因,窜了起来,达到一定高度。
Waves, for whatever reasons, at times will jump far too high and reach a certain height.
而真实的它，即水面，却并没有达到这种高度。
The actual thing, the water level , is never as high as the impression given.
浪得虚名，主要用来形容借助某种外因获得了超过自己真实本领的名声的那类人，贬意。
Overrated fame mainly describe those types of people in life, who for various reasons have managed to secure for themselves undeserving titles or status.
与“名副其实”意义相反，与“名不副实”意思相近。
It has the direct opposite meaning of worthy or deserving!
