I have the similar experience, so I understand what's your feeling. In China, leadership is not a role, it's a person who owns control power and can make any decision, on the other hand, team members would make promotion or raise salary only by following leader, no comments, no complaint.
A few years ago, I graduated from university and found my first job in Beijing, China. I had passion for my job, and fortunately, my first leader was very nice, he encouraged me to take more risk, to study more, and I didn't even realize he is a leader, meanwhile, I made a big progress during that time. One year later, I came back to my hometown, and I got the second job, but it's a dreadful work, when I raised some suggestions to leader on meeting, he told me he would consider these, but after meeting, he didn't mention it anymore. Team member told me: " Leader is a leader, don't try to make him to adopt your advise, you are not the same level in this company." I felt so frustrated, I know nobody cares where are you going, I am not a person, but a resource here. I wanted to quit many times, but I didn't, because maybe this is a chance to study how to control my emotions, how to work with such bad leader, how to express myself in another way (In China, many people don't like point out something directly, they're used to saying another things as a hint), how to face unfair thing...It's hard, but I will keep on going.

This is a very good reminder of cultural aspects of leadership. I am a North American who worked in Tanzania for a period of time. When expressing ideas and interests at my place of work in Tanzania it was always seemingly well received in the moment but then I encountered delays and more delays for anything related to it's implementation. When I learned one of the cultural values is to convey optimism and hope and to not want to disappoint others, what I had been experiencing finally made sense to me. The cultural influences at any place of work should be considered when communicating.

I recently attended a training that taught us to listen carefully to the complaints, negativity, resistance, or arguments of others because it will reveal information about some of the values they hold. If you explore their concern to try to understand what their underlying value is, and what the unmet need is, you can work with this. It was amazing to practice extracting and naming the underlying value and it seemed to be very effective in diffusing their expressed concerns when they felt heard and understood. Values are at play with leaders and followers and there will be individual and cultural differences. It's important to consider them.
Common sense, not Common practice.
