authority在这里的意思是“当局；官方；当权者”，来看一下字典的解释：the people or an organization who have the power to make decisions or who have a particular area of responsibility in a country or region.(有权利做决定或者在一个国家或地区，在某一领域有责任的人或者组织)。在本剧台词里，很显然，是指一个组织。比如：Health authority卫生局。authority还有权利；管辖权；职权的意思。比如：Only the manager has the authority to sign the cheques.只有经理有权签支票。under the authority of意思是“经...允许”，比如：We acted under the authority of UN.我们是在联合国的授权下进行的。authority还可以有专家的意思，在某一领域很有权威，也就是这一领域的专家。比如：She is the authority on plastic surgery.她是整容领域的专家。
