这个习语原本来自一个小故事：有一窝老鼠因为怕猫，所以不敢出去找食物。其中有个老鼠想出了一个好办法：在猫脖子上系上铃铛，这样铃铛一响就知道猫要来了，也容易辨别猫的位置，有利于躲避。好了，办法是想出来了，那么就只有一个问题了：谁去给猫系上铃铛呢？(Who will bell tha cat?)
所以,后来就把“the one who bells the cat”比喻为“为了大家的利益承担风险的人/挺身而出的人”
Someone have to take the risk. But it's very difficult to find the one who have the courage to bell the cat.
总得有人冒风险。但要找到那个有勇气挺身而出的人非常难。

注：ring a bell 通常是用在否定句，sth/it doesn't ring a bell, 表示没印象，记不起来，尤其表示强调完全记不起来。
