5月29日消息，IEEE被曝对华为说不。IEEE 似乎允许让有华为背景的员工继续在编辑部任职，但他们不能处理任何文献，除非美国商务部工业安全局(BIS)将华为从其实体名单中移除。
IEEE简介：
（Institute of Electrical and Electronics Engineers，国际电气与电子工程师协会），当今世界电子、电气、计算机、通信、自动化工程技术研究领域最著名、规模最大的非营利性跨国学术组织。
其最新曝光的相关邮件要求，禁止华为员工作为旗下期刊杂志的编辑和审稿人。接下来，华为相关的投稿、文章、会议赞助，以及分支协会职务，可能都会受到关联影响。随后，IEEE会员曝出的更详细的邮件内容显示：IEEE是由于美国商务部将华为列入实体名单（黑名单）而作出这一决定的。
此消息一出来，学术界炸开了锅！！
南京大学教授周志华说：这件事损害的是国际学术社区
解释一下，这件事损害的并不是华为，所有IEEE的出版物都照样能看，何况即便不给看，互联网上什么看不到？
它禁的是华为专家为期刊提供审稿服务，打个比方，花园的花大家都能看，现在华为被禁止无偿义务浇水施肥，损害的是国际学术社区。
事实上至少在某些领域，早就不是从IEEE出版物或各类期刊去获取最新信息，为期刊服务仅是科研工作者以自己的专业知识对科研社区的一种回报。
但是，禁止有资格的专家为科研社区做回报，这是反科学、阻碍科技进步的。
邮件这样写道：
Dear EiCs,
亲爱的主编们：
The US government has put Huawei on its BIS list, see attached statement by IEEE.As a result, we cannot use colleagues from Huawei as reviewers or Editors for the peer-review process of our journals, see item 12 of the attached FAQ document from IEEE. If we continue to do so, this may have severe legal implications.
美国已将华为列入“实体名单”。因此，我们无法让华为的同事作为审稿人或者编辑对我们的期刊进行同行评审(详见附件IEEE FAQ文档第12项)。如果我们继续这样做，可能会产生严重的法律影响。
From the same paragraph in the FAQ document, it seems that we can keep Huawei colleagues on our Editorial Boards, they just cannot handle any papers until the company is removed from the BIS list again.
从FAQ文件里的同一段内容来看，我们似乎可以让华为的同事留在我们的编辑委员会，但他们不能参与任何论文的审阅，直到华为从BIS名单中删除。
At this time, I think we have no choice but to comply with these new regulations and I strongly advise you to do so. I would suggest the following procedure:
在这个时候，我认为我们别无选择，只能遵守这些新规定，我强烈建议这种做法。我建议采取以下步骤：
· If you have any Editors from Huawei on your Editorial Board, please inform them first about this and explain the situation to them.
· 如果你们的编辑部有华为的同事，请先告知他们，并向他们说明情况。
· Once you have informed these Editors, please send an email to all Editors and inform them that they cannot use colleagues from Huawei as reviewers anymore. If a paper is currently assigned to a colleague from Huawei, please advise them to find a replacement. Please ask the Editors to explain the situation to the Huawei reviewers.
· 一旦你通知了这些编辑，请给所有编辑发邮件，告诉他们不能再让华为的同事做审稿员了。如果现在华为的同事手上刚好有被分配的论文，请建议他们找其他人代替一下。
邮件曝光后很快引发中国学者的关注和抗议。

尊敬的候任主席Toshio Fukuda教授，
This is Haixia Zhang from Peking University, as an old friend and senior IEEE member, I am really shocked to hear that IEEE is involved in "US-Huawei Ban" for replacing all reviewers from Huawei, which is far beyond the basic line of Science and Technology which I was trained and am following in my professional career till now.
我是北京大学的张海霞。听闻IEEE卷入了“美国-华为禁令”一事，禁止华为员工作为旗下期刊杂志的编辑和审稿人，作为IEEE的老朋友和高级会员，我倍感震惊。这远远超出了我被教导过的和一直遵循着的科学技术的底线。
I joined IEEE since I were a Ph.D student because it is recognized as an International professional academic platform in Electronics Engineering relative areas by my colleagues, friends worldwide. During last 20 years, I worked with many scientists like you together in IEEE societies, journals, conferences, events, for example, last year during your election as the first president of IEEE from Asian, because we all believe that IEEE is an international society, not just belong to USA or north America area or some parties, its members cover all over the world and everyone has equal right to make it more professional, productive with high efficiency.
我在读博期间就加入了IEEE，是因为它被全球同事和朋友认可为电子工程相关领域的国际专业学术平台。在过去的20年里，我和很多像您一样的科学家一起参与了IEEE的社团、期刊、会议等活动，例如，去年您作为首位亚裔候选人竞选IEEE主席的活动。大家都认为IEEE是一个国际性学会，不仅仅属于美国或北美地区或某些党派，其成员遍布世界各地。每个人都有权使它更专业、更高效。
But, today, this message from IEEE for “replacing all reviewers from Huawei in IEEE journals” is challenging my professional integrity. I have to say that, As a professor, I AM NOT accepting this, therefore, I decided to quit from IEEE NANO and IEEE JEMS editorial board untill one day it comes back to our common professional integrity.
然而，IEEE今天发布“禁止华为员工作为旗下期刊杂志的编辑和审稿人”的消息正在挑战我的职业操守。作为一名教授，我无法接受这一点。因此，我决定退出IEEE NANO和IEEE JMEMS编委会，直到IEEE能重返我们共同认可的职业操守。
