第一段：描述图画
In the wake of/Along with the advent and rapid development of science and technology, private cars have entered thousands of households. However, as is vividly depicted in the cartoon above, plenty of/numerous cars are stuck/jammed in the same street, unable to move forward. There are a caption in the picture, which indicates, "traffic jam".
随着科技的产生和迅速发展，私家车走进了千家万户。可是，正如画家所描绘的那样，很多车拥堵在同一条街上，无法前行。在图画中，显示着"交通堵塞"的字样。
第二段：剖析交通堵塞现象
The phenomenon described by the painter is not very uncommon all over the country，especially in some metropolises/big cities.What's the matter? There are two main reasons.On the one hand, a growing number of young men prefer choosing to move into metropolises, rather than staying in small towns. On the other hand, the prices of the private cars is decreasing year by year so that we can get easily access to possess a car. Heavy transportations pressure in large cities will bring much more inconvenience to residents/inhabitants, will waste precious time on the road and affect our work mood, what's worse, will exert negative impacts on the environment owe to the dischage of a lot of tail gas.
画家所描绘的这个现象在全国非常普及，特别是在大城市中。究竟发生了什么？主要有两个原因。一方面，越来越多的年轻人选择从小镇搬迁到大城市；另一方面，私家车的价格正在逐年下降,使买车变得容易。大城市严重的交通压力会给居民带来太多不适，会浪费掉在路上的宝贵时间，影响我们的工作情绪，更糟糕的是，由于大量汽车尾气的排放，会给环境带来负面的影响。
第三段：呼吁解决方案
Thus/Therefore, effective and timely measures should be taken to alleviate the traffic jams. Firstly, we are able to build more motorways and bypasses in the cities, and provide more commuter buses. Secondly, the authorities can issue relevant laws and policies to promote people's green travel.
因此，我们需要采取有效的和及时的措施来缓解交通堵塞。首先，我们能够在城市中建设更多的高速公路和绕城道路，提供更多的班车。同时，政府可以出台相关的法律政策来倡导人们的绿色出行。
