1978年，安徽凤阳小岗村的18位农民走出了农村改革的第一步。破除了计划经济体制的诸多限制，实行以家庭联产承包责任制为基础的家庭经营，获得了可以自由耕种的城堡土地，极大地调动了生产积极性，使它们以极大的热情投入到农业生产中去。

In 1978, 18 farmers from Xiaogang Village in Fengyang, Anhui Province, took the first step in rural reform. They broke through many restrictions of the planned economic system and implemented a household-based management system known as the Household Responsibility System, which allowed them to freely cultivate the land they were allocated. This greatly stimulated their enthusiasm for production and motivated them to engage wholeheartedly in agricultural production.

According to the poverty standards at that time, the rural areas implemented the Household Responsibility System, and the rural economy made a comprehensive recovery, leading to a reduction of 100 million in the rural population living in poverty. The rural reform laid the foundation for the subsequent reform and development in the industrial and economic sectors.
