At present，a huge number of new homes and office buildings are being constructed to provide spacious, bright, comfortable and attractive environments for individuals to live and work in cities. Actually, in some cities, since fewer restrictions are imposed on the design and construction of these new buildings, people can design and build them according to their own preferences. My perception is that the cons far outweigh the pros.

To begin with, if homeowners are at liberty to design and build their houses and offices to their liking without being regulated by the authorities, they may not receive expert advice from qualified and experienced design professionals on the quality and functionality of their buildings; consequently, their buildings may lack of aesthetic values and practical values. After all, a modern office block should not be designed to merely increase productivity and efficiency.

Similarly, a modern home should be constructed to satisfy more than basic living requirements. To be specific, relatively minor changes in orientation, internal finishes, or structural systems will significantly affect lighting, ventilation, heat gain and acoustics, which will in turn negatively impact on working and living. All these architectural details should be under supervision and management.

Besides, it is beneficial to restrict how residential buildings and commercial buildings are designed and constructed. Well-designed buildings can create a sense of security for those who work or live in them. For example, the height of buildings is supposed to be limited in earthquake zones and houses should be constructed with earthquake protection measures. That’s why a plurality of common standards need to be worked out to define what a new building should be. Only in this way will the designed-led architectures become urban landscapes.

In conclusion, there are more disadvantages to design and build houses without surveillance. Strict legal regulations are essential in the construction industry. Therefore, in order to guarantee the aesthetics, practicability and safety of buildings, the design and construction should be controlled officially rather than be carried out arbitrarily by individuals.
