原文:
上德无为，而无以为。下德无为，而有以为。
译文:
道德高尚者，并不刻意做作，只是行事皆遵循道的规律；道德低下者，处处表现出有德，而自认为有道德。
我的翻译:
The person with highest virtue conforms the rule of nature to act unintentionally .
The person with lower virtue conforms
the rule of nature to act intentionally.
