I couldn't hear that.
如果对方说话太小声，说话像蚊子一样，你没有听到他/她在说什么。你可以说 Sorry, I couldn't hear that.

第二，你听到对方说的声音，但是由于语言问题不理解他/她说的是什么
第二个境界是你无法将外界的声音内化为自己的理解，可以对方需要换一种说法帮助你更好得理解。你可以说:
Sorry I don't understand.
I'm not following.
I didn't get it.
第三，你知道对方说的是什么，不过内容太过隐晦，不懂是什么意思。
语言也不是问题，但是不明白是什么意思。遇到这种情况，避免说I can't understand you. 给人感觉会比较生硬。可以说:
I have difficulty understanding your question.
It's over my head.
It is over my head - Something is too difficult or complicated for somebody to understand.
比如说有些专业名词太难了，我不明白。

好了，说明了自己没有明白对方的意思，需要call to action 让对方帮助你理解, 你要告诉对方你想让他 / 她干嘛来解决这个问题。可以根据不同的情境使用：
如果你没有听清楚，想要对方再讲一次，可以说:
Could you repeat that?
Could you say that again?
Would you mind repeating that?
come again.
注意 come again 一般用在比较随意的场合，正式的场合不可以用。比如你和你的朋友在酒吧或者KTV，太吵了你没有听清楚，可以说 come again。
如果对方说话声音太小了，需要对方声音大一点才听得到：
Could you please speak up?
can you speak a little louder?
如果对方说太快了，想要让对方讲慢一点：
Could you slow down?
Could you speak more slowly？
